Fook Kong has been involved in the real estate industry for almost 50 years having held senior executive positions in both the private and public sectors. Beginning his career in the Housing & Development Board (Singapore), he obtained his professional qualification in real estate from the College of Estate Management, UK and qualified as a Fellow of the Royal Institution of Chartered Surveyors, UK in 1971.
He has served in a senior position in the HDB, was the Divisional General Manager of the Property Division of Straits Steamship Co. Ltd (now part of Keppel Corporation), was one of two local proprietary partners of Jones Lang Wootton, Singapore (now known as Jones Lang LaSalle) and a director and equity partner of Colliers Goh & Tan (now Colliers Group). He later established his own property management practice, which counted several major developers among its clientele.
In the late 1990s, Fook Kong was appointed by the Real Estate Developers' Association of Singapore (REDAS) to review the then Land Titles (Strata) Act (LTSA) to update and keep the Act relevant in the light of rapid changes to the built environment. Fook Kong and his team visited all the Australian states (in particular New South Wales where the LTSA took its inspiration from) and subsequently a report was submitted by REDAS to the authorities. The current legislation, the Building Maintenance and Strata Management Act (BMSMA) introduces the concept of multi-tier management corporations, which was one of the key recommendations of the report.
Despite retiring from active practice in 2017, Fook Kong is still actively sought for consultation roles leveraging his in-depth knowledge and pragmatism for achieving fair solutions for disputing parties. In addition, he assists developers of major mixed developments where his expertise in multi-tier management corporations as well as his knowledge in local real estate legislation are appreciated by his clients.
Fook Kong continues his role as Honorary Advisor to REDAS and had served as a Member of the Valuation Review Board, Singapore from 1st May 2013 to 30th April 2019.
